Peacefully, on Monday, March 16, 2026. Devoted husband of Sylvia for almost sixty years. Loving father and father-in-law of Brian and Randi, Corey, and Carl. Proud grandpa of Samantha, Ashley, and Victoria. Dear brother of the late Elissa. Casper will be deeply missed by his extended family, friends, colleagues, and those who knew him.
Casper was a distinguished Montreal lawyer whose career spanned decades in labour, public, and administrative law. He became a respected leader in the legal profession, serving as Bâtonnier (President) of the Barreau de Montréal and holding numerous leadership roles within the Canadian and Quebec Bar associations, including President of the Lord Reading Law Society, earning him national recognition for his integrity, leadership, and commitment to justice and “The Lifetime Achievement Award of the Bar of Montreal.” Deeply engaged in public life, he was an active contributor to debates on public policy, electoral law, linguistic rights, a tireless advocate for Canadian unity, and one of the founders of Alliance Quebec. He also served as Chairperson of Canada’s Public Service Labour Relations Board. Throughout his career, Casper received many honours and held a wide range of leadership positions in law and public service, leaving a profound and lasting impact that will long be remembered.
